The nursing Home Reform Act, adopted by Congress as part of the Omnibus Budget Reconciliation Act (OBRA) of 1987 and 1989, was designed to improve the quality of care in long-term health care facilities and to define training and education standards for nurse aides working in such facilities. OBRA required the certification of nurse aides employed in long term care facilities that are certified to participate in Medicaid/Medicare programs. Each state is responsible for implementing the terms of this federal law.

Credentia Nurse Aide LLC.  founded in 1994, partnered with Pearson VUE ® supporting the Nurse Aide Program in North Carolina since 2015. Credentia has historically managed 80% of the nurse aide program processes for North Carolina. Credentia acquired the Nurse Aide testing program from Pearson Vue in 2021. Credentia formed a partnership with National Council of State Boards of Nursing (NCSBN®) to be the sole provider of the NNAAP® exam.

The NNAAP Examination is designed to objectively measure the knowledge and skills of nurse aide candidates to assess least entry level competency in the nurse aide field.
